"Undoubtedly, the disturbing Italian climate of racism and xenophobia, also strong at the institutional level, go against the call to national governments for responses to racist crimes, expressed by the EU Framework Decision on Racism and Xenophobia 2008/ 913/ JHA of November 2008. Thus, as racism inflames the rhetoric of elected leaders, it is not surprising to find out that the national Italian government has not focused on the prevention of racism and xenophobia. The only positive development of 2009 is the greater commitment of UNAR to combating racism as a crime.
