Is there a formal national strategy on the integration of migrants/minorities?

Short Answer

There is no special strategy on integration but both the stategy on immigration and the strategy on Roma inclusion address the issue of integration.

Qualitative Info

The National Strategy regarding immigration for the period 2011-2014 adopted by the Government Decision No.498/2011 addresses integration as one of the three components of policies in this area. Among the strategic objectives advanced by the strategy there are: integrating foreigners who obtained a form of protection in Romania, and integrating foreigners that have a residence permit. For this last objective, there are several interventions planned - improving the consultation and involvement of the civil society in the process of integration, monitoring the results of the integration policies, offering rights and obligations that are comparable as for the EU citizens, continuing integration activities, informing foreigners about integration opportunities, creating information and consiliation offices in the towns having larger numbers of foreigners, actions to create an environment that facilitates the integration of foreigners, such as assessing the level of integration of foreigners, promoting intercultural dialogue and multicultural activities, establishing a positive image of immigration in the society. [1]

The Government of Romania strategy for the inclusion of Romanian citizens belonging to the Roma minority for the period 2012-2020 starts with the definition of social inclusion. Social inclusion is defined as: "a process through which persons confronted with the risk of poverty and exclusion gain necessary opportunities and resources to fully participate to the economic, social, and cultural life and to enjoy a standard of life and wellbeing considered normal within the society they live in. Social inclusion ensures their enhanced participation to decision-making affecting their lives as well as access to fundamental rights." The definition, according to the Strategy, comes from the Joint report by the Commission and the Council on Social Inclusion 2003. The main goal of the strategy is to ensure the Roma origin Romanian citizens' socio-economic inclusion through the implementation of integrated policies in the fields of education, employment, health, housing, culture and social infrastructure.
