From the 1st of January 2007, migrants wishing to settle in France must sign a one-year "contract of welcome and integration" (« contrat d’accueil et d’intégration ») with the state (it can be renewed). This contract is a true integration tool as it allows each new arrival to receive following services for free: The regional prefect also establishes a program of integration of immigrant populations at a regional level. In 2008 the Government launched the operation "Lets open school for parents for the successful integration". Temporary accommodation centers host and prepare the integration of refugees and beneficiaries of subsidiary protection in French society. This contract is a true integration tool as it allows each new arrival to receive following services for free: a civic education (principles and core values of French society); language training; help in job search; general information about France. Organised by OFII, a work skills assessment gives foreigners a record and validation of their previous experience, work skills or abilities when looking for work. The regional prefect also establishes a program of integration of immigrant populations at a regional level. The temporary housing centres host and help integration of refugees and beneficiaries of subsidiary protection (access to social rights, employment and training, health care, etc.). There are 28 CPH in France, in 26 departments, with a total capacity of 1083 places. Given their limited capacity, the State is required to support two housing and help instruments: temporary accommodation centres for refugees implemented by France Terre d'Asile at the end of 2003 in Paris; reception centre for asylum seekers – integration of refugees experimentally established in Lyon in July 2004. Beyond housing, projects for the integration of refugees are funded by the Ministry of the Interior, sometimes with co-financing from the European Fund for Refugees (ERF). Conventions have been signed with six organizations, including 'France Terre d’Asile' and 'Forum des réfugiés', in order to promote integration and more specifically access to employment and housing.
