The measures brought up in the National Report on Strategies for Social Protection and Social Inclusion 2008-2010 (Nationaler Strategiebericht Sozialschutz und soziale Eingliederung 2008-2010) to improve social cohesion apply to all migrants residing permanently and regularly in Germany. According to the Report, social integration of all migrants is important to ensure social cohesion. With regard to minority groups, the report does not explicitly mention minorities and social cohesion in Germany (BMAS 2009, 42).
