Yes, there are disparities between the number of racist incidents and crimes reported and the numbers of racist incidents and crimes recorded by police authorities.

Qualitative Info

According to the fourth ECRI-report on Germany, “NGOs consistently report higher numbers of incidents of racist violence than the police, a fact that suggests that some victims may lack confidence in the police to deal effectively with their case.”
Another reason therefore might be that recording and especially the persecution of racist incidents is based on a narrow understanding of ‘racism’ in the German law and – to a large extent – among judges and the police, which only views such incidents as racist that are of an extreme right-wing nature.
